The EMM and BPIs are changing

03 September 2018      Emma Keenan, Procurement Specialist

As you may be aware earlier this year a subgroup of the HEPA board as well as additional specialists gathered together to review the existing EMM and the BPI’s.  Taken into consideration were:

  • The appropriateness of the existing measures in the current climate
  • The length and ease of completing the survey
  • The expected future requirements from the OfS (previously HEFCE)
  • What is required by institutions themselves
  • Feedback received in the Heads of procurement survey
  • Information gathered from meetings and other focus groups on the topic during the previous 2 years

The thorough review has led to a new, simplified, reporting structure to replace the EMM – this will now be called the Procurement Value Survey (PVS).

Additionally, the existing BPIs will now become the “Procurement Practice Indicators (PPI’s) and have been modernised to reflect current working practices.
