Procurement England Limited (PEL) is the shared vehicle by which English HE purchasing consortia programme-manage joint projects for collaborative procurement in our sector. Members are the four English regional consortia (SUPC, LUPC, NEUPC and NWUPC) as well as The Energy Consortium (TEC) and The University Caterers Organisation (TUCO).
The Board meets twice annually with the aim to support HE procurement in England to maximise the value it provides to the sector. The recently published PEL annual report, details the six strategic aims of the group and some of the excellent work completed throughout 2016 through PEL and member institutions. It provides clear information on how the sector are realising the benefits of shared projects such as Spend Analysis, the new HEC database, Responsible procurement and the Procurement Maturity Assessments (PMA). It also provides interesting case studies detailing how some members institutions are demonstrating efficiency through greater collaboration.
