Engagement with the Competitive Water Market

You may already be aware that the position of The Energy Consortium (TEC) on water has been to hold until the supply base is stabilised. Experience during 2018 following engagement with members has however led them to change their view.

TEC have been working with their Public Buying Organisation (PBO) partners in framework RM3790 to provide a route to market via further competition. Full details of that framework can be found at: https://ccs-agreements.cabinetoffice.gov.uk/contracts/rm3790

TEC are now looking at a Lot 1 aggregation for water and wastewater services with Crown Commercial Service (CCS) running the further competition and a Lot 3 “One Stop Shop” that picks up ancillary services alongside the water and waste; this will be run by the Yorkshire Purchasing Organisation (YPO).

If you would like to include your University in this competition you can complete a Memorandum of Understanding (MOU) and supply your data to TEC.  This action is non-committal until you sign the Call Off Order Form, but your data and authorisation need to be in at the competition stage for you to take advantage of any award.

You can enter both further competitions using the same switching data template, but there will be another MOU for when the Lot 3 competition is ready to go forward.

TEC anticipate the further competition for Lot 1 Water and Wastewater supply will be held by CCS in early October to provide customers with the ability to switch supplier before the end of the year.

Who can join the competition?

The further competition is open to all, you do not have to be a TEC member.  It covers all non-residential premises.

What do I need to do to join the competition?

It’s simple to enter, all you need to do is:

1.            Complete the switching template here.

2.            Complete the Memorandum of Understanding (MOU).  The MOU is your confirmation to take part in the further competition process and for CCS to act on your behalf.  You are not obligated to switch to the awarded supplier until you sign the Call Off Order Form.
