Efficiency Measurement Model return – Open Now

Heads of Procurement for institutions in England should have now received their username and password to enable them to make their 2015/2016 Efficiency Measurement Model (EMM) return.
The information, requested by HEFCE, is crucial to the sector in a number of ways:
It provides a tool which heads of procurement can use to inform their institution’s senior management teams and committees of governors about the spread of activity of the procurement function and the benefits delivered by this investment.
A full EMM report sets out the contribution made by purchasing consortia, and the level of participation in collaborative contracts; for the latter the Diamond Review set a target of 30 per cent for English HEIs. For 2014/2015 the result was 26.11 percent.
The information can show the benefit from investment in areas such as e-marketplaces and purchasing cards, in keeping down the administration costs of institutions.
Finally, the EMM is a vital component in the sector’s Procurement Maturity Assessment (PMA). These report on how well institutions use procurement expertise, and help embed them in institutional activities, as well as supporting benchmarking activity. 96 HEIs have now completed at least one PMA.
