2025 Procurement Act-ready versions of the Cabinet Office 'Standard Contracts'

24 February 2025      Ashley Shelbrooke, HEPA and Project Specialist

The new 2025 Procurement Act-ready versions of the Cabinet Office 'Standard Contracts' are now available on gov.uk for colleagues to access.

These model contracts are up-to-date with the Procurement Act 2023, including provisions on exclusions, transparency (including publishing KPIs), prompt payment, and conflicts of interest.

The contracts are:

  • The Model Services Contract (‘MSC’) - for complex outsourced services above approximately £20m total contract value;
  • The Mid-Tier Contract - for goods or services above the public procurement thresholds;
  • The Short Form Contract - generally for goods or services below the public procurement thresholds.

They are also up-to-date with the latest procurement policy, including the Procurement Act-versions of Procurement Policy Notes (PPNs) recently published by the Cabinet Office. As part of this update, the Model Services Contract has been made more modular and contains a Front Sheet to capture key contract information and improve ease of use. The Cabinet Office have also amended their guidance on the use of the Short Form Contract to allow more use of this contract for simple procurements above the public procurement thresholds where appropriate - and expect to reflect this in an updated PPN in the future.

Notes

Please refer to PPN 013 – Using Standard Contacts for a reminder of dissemination and scope:

PPN scope = central government departments, their executive agencies and non-departmental public bodies

"Other public sector contracting authorities may wish to apply the approach set out in this PPN."
