Section 70 requires contracting authorities to publish details of payments over £30,000 (incl VAT). The requirement applies to public contracts (those above threshold) let under the Procurement Act 2023 that are commenced from 1 April 2026 onwards. It does not apply to contracts commenced before this date. The date a contract was commenced is when a tender notice or transparency notice is published.
The Cabinet Office (CO) is working with their delivery partner to deliver this functionality for 1 April 2026; they launched a private beta testing period on 4th November 2025, which is intended to run until the end of February 2026.
The CO have developed a payment leaflet setting out the three key stages to prepare for implementation, which members can download here.
The CO have also run several Community of Practise sessions on Section 70.
The CO have received requests for support for eSenders in pulling together a report of UK7 contract details notice that will be in scope of s70, and have developed a package of information to support this request:
