It is best practice to have all of the above documentation created before preparing the contract notice and advertising the requirement. If that is not possible and, for example, the notice is published before the ITT is finalised, care must be taken to ensure consistency between the ITT and the contract notice (if, when preparing the ITT you decide that it will need to differ from the contract notice you will usually need to cancel the existing notice and republish, which could result in new suppliers coming forward). All available procurement documents must be made available online from the date of the contract notice publication in OJEU. Government provide guidance as to the interpretation of “procurement documents”. You should also consult your Head of Procurement and/or Central Procurement team on this matter.
Consideration must also be given to Planning and Risk Management throughout the Journey.
